She didn’t. I was wondering about that so I looked into it. It’s actually Shiny Toy Guns, not Cat Power.
I’m pretty sure it is Cat Power though. found this from Matador on a random blog, which isn’t proof but it is rather persuading.
Chan Marshall recorded only the fragment of “Space Oddity” that you hear in the commercial. There is no full-length version. She has no plans to record a full-length version at this time, and those decisions are up to the artist, not us.

Ah you’re right! I was thinking of the Shiny Toy Guns cover of Peter Schilling’s Major Tom that was in another car ad.
